MR. STRONG COMES TO OTTAWA

My sources on Parliament Hill have confirmed that Maurice Strong, recently the #2 at the United Nations next to the Secretary General and, reportedly, the GATEKEEPER of the Cult of the Turkey-Vulture and the Mandan MOHO troglodyte Priest~Hoods who rule the world, has moved into the Prime-Minister's Office in Ottawa.

Jean Chretien, the current Prime Minister of Canada, has announced his retirement effective February 2004, and Paul Martin, Maurice Strong's protege is slated to be crowned as his replacement this November.

In the interim Maurice Strong has arrived in Ottawa to personally manage the transition and take control, in a manner similar to that of the Queen on the chessboard. The man who wears dresses (robes) and has all the money is always the Quean of Chess, the most powerful piece on the board. Of course, the Hidden Hand who moves the pieces is the highest power in the game.

During the four months of the changeover Chretien and Martin will both be symbols of the King. And, through the looking glass, like with the Kings in Chess who have no real power, they each will have one foot nailed to the floor by Mr. Strong, the net effect being that they will only be allowed to run around in circles while yelling 'off with their heads', blaming each other at the top of their voices for Canada's current economic woes.

The role of Maurice Strong in all of this is to prepare the Canadian government to satisfy the needs of the Cult of the Turkey Vulture, by beginning the construction of th e GRAND Canal freshwater diversion project in Canada, in preparation for the day when they (CBC~TV) will have to pick up the remaining pieces of the USA, which itself will have been destroyed by their artificially induced Global Warming.

Maurice Strong's (the bankers man) biggest assets in the Canadian government are : 1 - the Deputy Attorney General (the top lawyer) and 2 - the Clerk of the Privy Council (the top bureaucrat).

PS: This morning it is now becoming obvious to me that, as at July 23, 2003, the bankers who fund Maurice Strong's activities, in a move designed to limit our communications, especially to Americans, began to 'play games' with our CIPI bank account, thereby making it impossible for me to access our funds and pay our bills.

CSIS STEALS HITS

CSIS, the Canadian Security and Intelligence Service, reportedly a Gehlen CIA cut-out, was caught red-handed today rolling back the count of visitors on our web site.

It would be much more helpful to Canadians, the people who pay their salaries, if CSIS exposed the Grand Orient Freemasons who run the government of Canada than to play games on Canadians who care for Canada and for the survival of humanity itself.

Charles Dickens once said 'that whatever power gave us life, and for whatever purpose, I am certain it was given to us on the understanding that we defend it to the last breath'.

It seems that CSIS agents care more about their pocket-books and instant gratification than about themselves, their families and Canadians they have reportedly sworn to 'protect and serve'.

'The Conscience of the Nation' is what members of the RCMP, the Royal Canadian Mounted Police, would say I was during the three years I spent on Parliament Hill, in Ottawa. If this is so I now call upon every CSIS agent to look at themselves in the mirror and see what I see. There is still time for them to start doing the right thing on behalf of their loved ones and all Canadians. Yet, time is of the essence.

GODS OF POLITICS

Many people leave THE CHURCH but forget to pick up their brain; which they had left at the door of the church upon entry into organized religion.

Yet, those who discard the idea of a super-personal God and still desire an enduring friendship must look for IT in those fields of life farthest removed from ordinary personal relationship, because human personality lacks endurance in any form of love.

The most obvious of these is politics.

There a leader can excite love in followers who know nothing of him save his public appearances. That love is unqualified: for no party can cause its enemies to rejoice by admitting that its leader has any faults, and what parties profess they soon feel, especially in crowded halls. That love swears itself undying; until ordered to do otherwise by the secret controllers of their party apparatus.

Therefore many men, and women who have agreed to act like men, who would have been happy in the practice of religion during the ages of faith (What If ?) have, in these modern times, a need for participation in politics which is as strong as the need for food, for shelter and for sex.

Such persons never speak publicly of these real motives which impel them in their pursuit of politics, but continually refer, in accents of assumed passion, to motives which do not preoccupy them.

The chief of these, they say, is their desire to end poverty; ...usually their own.

ST. LAMBERT is the CORK~!

LIEGE, Belgium. Situated on the Meuse River near the rich coalfields of the Meuse Valley, the city of Liege is one of the chief manufacturing centers in Belgium. Steel is the city's foremost manufactured product. Liege has long been noted for its armaments industry. Even during the Middle Ages it was one of the arsenals of Europe, supplying lances and armor. Today it is a trade center for steel and related metal industries, rubber, glass, chemicals (particularly petrochemicals), and electronic equipment.

Completion of the Albert Canal in 1939 gave Liege a shipping route to the sea. The city is also a rail center, and a heliport was installed in 1955.

The history of Liege, which in German is called Luttich, goes back to St. Lambert, bishop of Maastricht, who is credited with founding the city in the 7th century. He was murdered in Liege in 705. The chapel built in his honor by St. Hubert was the start of the present city of Liege.

From its beginnings until 1789, the city was ruled by bishops. For many centuries the prince-bishops of Liege sat in the diets, or parliaments, of the Holy Roman Empire. The city was known as a center of religion and learning long before its mineral wealth was discovered. Several times in the 1460s, when Belgium was under Burgundian rule, Charles the Bold ordered the destruction of Liege as punishment for rebellions.

Because of its strategic location on the Meuse Valley route through Belgium into France, Liege was the scene of fighting in both world wars. In the first major battle of World War I, the city fell after a heroic defense. It was seized again by the Germans in 1940 during World War II and suffered extensive damage from both German and Allied bombs.

Many old and stately buildings still stand amid the modern factories of Liege. The university, founded in 1817, is noted for its schools of science, including those of astrophysics and nuclear physics.

Cork (liege). A city of southern Ireland near the head of Cork Harbor, an inlet of the Atlantic Ocean. Cork was occupied by the Danes in the ninth century and by Oliver Cromwell in 1649.

St. Lambert is also 'the cork' of the Eastern Townships of Quebec

St. Lambert is a city on the south-shore of the St. Lawrence river from Montreal, Quebec, Canada. St. Lambert locks take ships past the Lachine Rapids, at Montreal. The St. Lawrence system extends back through the Great Lakes to the end of Lake Superior, then up the St. Louis River in Minnesota.

St. Louis is the center of the Great Lakes to the Gulf Waterway. The city is served by Lambert-St. Louis International Airport.

MEROVINGIAN FRANKS

The Merovingians were the first dynasty of Salian Franks to rule most of what is today France and parts of western Germany and the Low Countries. The dynasty took its name Merovech, a chief of the Salian Franks, father of Childeric 1 and grandfather of Clovis (481-511) who converted to Roman Christianity in 496. Clovis' own grandson was Dagobert 1, king of all the Franks from 629 to 639. The Merovingian Dynasty reigned openly until 751.

Clovis, adj. Of or relating to a prehistoric human culture widespread throughout North America from about 12,000 to 9,000 B.C., distinguished by sharp, fluted projectile points made of chalcedony (a translucent to transparent milky or grayish quartz with distinctive microscopic crystals arranged in slender fibers in parallel bands); or obsidian (a usually black or banded, hard volcanic glass that displays shiny, curved surfaces when fractured and is formed by rapid cooling of lava) ....as in BASALT.

Salic law, an early medieval law (one of the Germanic laws) of the Salian Franks, an important Frankish people; used as early as at the time of Clovis; a penal code with some rules of civil law, which contain provisions against female inheritance of property; gave rise to so-called Salic law, enforced in France and various French and German kingdoms and duchies, which forbade succession to rule to females and to descendants through any female line.

Matthias Grunewald's Symbolism

Alsace. A region and former province of eastern France between the Rhine River and the Vosges Mountains. Along with neighboring Lorraine, it was annexed by Germany in 1871 after the Franco-Prussian War and returned to France by the Treaty of Versailles (1919).

The Isenheim Altarpiece was executed for the hospital chapel of Saint Anthony's Monastery in Isenheim in Alsace and is now at the Unterlinden Museum in nearby Colmar.

It is a carved shrine with two sets of folding wings and three views.

The first, with the wings closed, is a Crucifixion showing a Christ on the Cross in the center; a virgin Madonna, John the Apostle and Mary Magdelene, reportedly the sister of Martha and Lazarus, on the left; and John the Baptist with a lamb on the right.

When the outer wings are opened three scenes, the Annunciation, the Angel concert for Madonna and Child and the Resurrection, all symbolizing the end times RISING of THE BOSS : ZORO/ASTRIAN Grand Orient Freemasonry's 'UBERMENSCH'; the androgyne/hermaphrodite 'THIRD KIND' Super~Slave.

VATICAN and SMITHSONIAN COVER~UP !

A Brief History of the Museum
[FOR THE INCREASE AND DIFFUSION OF KNOWLEDGE AMONG MEN ???]

The Smithsonian Institution, easily the world's largest museum complex, began from the generous gift of James Smithson, an English scientist, in 1829. Believed born a bastard (especially in the eyes of his later detractors), Smithson was a "diligent young student," receiving a Master of Arts from Pembroke College, Oxford, in 1786. He became a distinguished scientist. The gentle man passed away in 1829, bequeathing his fortune to nephew James Henry Hungerford with the stipulation that if this man died without an heir, the remainder of the fortune would go to the United States. It seems he felt that the United States was the future of Britain. Perhaps Smithson saw the "New World" as fertile, worthy, intellectual territory.

Hungerford died in 1835. Although there was some controversy in the interim, the finding of the Smithsonian, based upon the more than a half million-dollar gift, took place officially in 1846. His legacy to the American people was, in his own words, "for the increase and diffusion of knowledge." Since that time, the museum's collections have increased considerably, with problems in the cataloging and location of stored finds developing due to changing standards of administrations over the last 150 years. Analogous to the Vatican with its antique cache of confiscated, problematic treasures, the booty of the Holy See may pale in comparison to the Smithsonian's boatload of diffuse evidence. P ity of it is that Smithson's request has gone into a different mode of interpretation. Instead of diffusing knowledge, it has knowingly allowed itself to become confused with the problem of sprawling storage.

TROJAN HORSE

Former UN Ambassador and current Governor of New Mexico, Bill Richardson, is CNN's and the tribe of the FRANKS' (Grand Orient Freemasonry) Trojan Horse and Talking Mule on Iraq.

Richardson wants the US to 'internationalize the peace' process in Iraq, by including the participation of the UN, France, Germany and Russia.

This would be a grave mistake and a big step backward.

If the US military really wants to prevent the eventual destruction of the USA itself in this century, they must resist all efforts by the UN, the One World Government of the FRANKS and their embedded agents in the USA, and continue to control the search for WMD in Iraq on their own.

It will be a long and arduous journey, yet it is the only way to eventually prove to the world that the ancient CBCTV intended to destroy the entire surface population of the Earth, beginning with the destruction of the middle-East and immediately following that up with WWIII.

There is no royal road to learning but from overstanding one's mistakes.

RHOMBUS DISCONTINUITY:

Mohorovicic discontinuity n. Geology. The boundary between the earth's crust and the underlying mantle, averaging 8 kilometers (5 miles) in depth under the oceans and 32 kilometers (20 miles) in depth under the continents. [Reportedly after Andrija Mohorovicic (1857-1936), a Croatian geophysicist.]

Beneath continents the MOHO marks the transition between granitic rocks and the ultrabasic peridotite rock of the mantle. The greatest depth (70km/42 miles) of the MOHO is beneath the THIBETAN PLATEAU. Beneath ocean basins the MOHO is only 6km/3.6 miles deep, whereby new ocean floor is paved with pillow lavas, sheeted dike complexes, and a 3 mile thick slowly cooled, and hence coarsely crystaline, basaltic layer called gabbro at the base. No ocean floor is older than Jurassic, 150 million years ago.

This transitional zone is located where earthquake shock-wave transmission suddenly changes from about 4.3 miles (7 kilometers) per second to about 4.8 miles (7.8 kilometers) per second. It is believed that such a transition can be caused by a change in uniform material to a denser state. There is also another zone of relatively low seismic velocity and low rigidity, possibly due to partial melting, that lies below the Moho within the upper mantle, between 37 and 155 miles (60 and 250 kilometers) deep. Everything above this low-velocity zone is termed lithosphere, meaning rocky sphere, of which the crust and Moho are a part

In the early 1960's, the U.S. MOHOLE PROJECT attempted t o drill through a thin part of the Earth's crust to the MOHO. For reasons that are obvious only to Secret Society Brother~Hoods, the project was terminated and redeployed at a different location under the name Deep-Sea Drilling Project.

HOLOGRAPHY. Photography was once considered the best means of recording visual information, but with the development of holography, the simple, two-dimensional images of photographs were surpassed. Holography is a technique by which the image of a three dimensional object is recorded on film so that upon reconstruction, or playback, the constructed image of the object is three dimensional. The term hologram comes from the Greek words holos, meaning "whole," and gram, meaning "writing." Each portion of the hologram stores an encoded message about the whole object.

Lighting
An image is exposed on film by means of the light that passes through the camera's lens when the shutter is open. How the image appears on film depends on how the subject is illuminated. Light brings out contours, creates depth and mood, and gives dramatic effect. Because images on motion-picture film are constantly changing, each shot presents particular lighting problems. By controlling the intensity, direction, and diffusion of light, the filmmaker models his images.

M17, in astronomy, a bright diffuse nebula located approximately 9 degrees north of the star Kaus Borealis in the constellation Sagittarius. M17 is commonly called the O mega Nebula, though it is also referred to as the Lobster, Horseshoe, or Swan Nebula. Bordering the northern part of Sagittarius, M17 lies 2 degrees from the center of the small Sagittarius star cloud and 2 degrees south of another diffuse nebula, M16, which is located in the constellation Serpens. M17 is best viewed in the evening during the month of August. In 1746 Philippe Loys de Cheseaux discovered M17. French astronomer Charles Messier listed it in his catalog in June 1764. The New General Catalogue (NGC) number of M17 is 6618.

M20, in astronomy, a large diffuse nebula in the constellation Sagittarius. Commonly referred to as the Trifid Nebula, M20 is situated approximately 2 degrees north-northwest of the diffuse nebula M8. In the southern latitudes, M20 can easily be seen with binoculars as part of a Milky Way star field; however, it is less visible from the northern latitudes. The nebula is also very close to the rich open star cluster M21; when viewed at low power, both objects appear within the same field. M20 was first seen by Le Gentil while he was observing M8 in 1747. French astronomer Charles Messier added it to his catalog in June 1764. Astronomer John Herschel was the first to describe the nebula as "trifid," because of its three-lobed shape. The New General Catalogue (NGC) number of M20 is 6514.

Biological Clocks and Animal Navigation
During their annual migrations, some birds fly over vast stretches of water or fly at night when landmarks are not visible. The golden plover, for example, leaves Alaska in late summer and fli es to its winter home in Hawaii. Flying over water for more than 2,000 miles, the bird requires pinpoint navigational accuracy to reach the tiny group of islands. Any significant error would cause it to become lost over the Pacific Ocean. Insects also have this direction-finding ability. The food-laden honeybee, for instance, makes a "beeline" for its hive.
Studies show that the direction-finding ability of animals depends on "sightings" of the sun or stars and on the functioning of an internal clock that senses the time of day with some accuracy. The internal clock is vital for navigation because the positions of the sun and stars are never fixed in the sky. An animal relying on them for navigational purposes would have to know the time between one such position and another in order to maintain its course.

M16, in astronomy, an open star cluster closely associated with the Eagle Nebula, a huge diffuse cloud of interstellar gas and dust located in the constellation Serpens. Massive, young stars in M16 emit high-energy radiation, which causes the nebula to shine. The formation lies at the intersection of the constellations Sagittarius, Serpens, and Scutum. More precisely, it can be found 3 degrees north of the cluster M17, which is in the constellation Sagittarius, and 1 degree north and 2.5 degrees west of the star Gamma Scuti. M16 lies at the northern end of an S-shaped formation of bright stars that covers a wide area. The brightest part of the Eagle Nebula, illuminated by M16 and two bright companion stars, is located at the tail of the S. M16 is one of the most spectacular of the cluster-nebula formations.

ISAAC 11 ~ MAURICE STRONG'S HOME TOWN MASCOT

Maurice Strong was born in OAK LAKE, Manitoba, Canada. The town's current mascot and main tourist attraction is an OX named ISAAC 11. He is the second generation OX and succeeded ISAAC 1.

As with the Basque (Spain's) 'Running of the Bulls', where it is the hometown OX who leads the bulls down the streets of Pamplona to the bullring....and as a result, to their deaths, Freemasonry's ancient symbolism suggests that, likewise, the Wall Street Bulls will be led to their own demise by a New York (UN) bred OX.

Pamplona is a city of northern Spain east-southeast of Bilbao. An ancient Basque city, it was captured by the Visigoths, Franks, and Moors and became the capital of the kingdom of Navarre (824-1512). The annual running of the bulls during the feast of San Fermin was celebrated in Ernest Hemingway's The Sun Also Rises (a Masonic allegory for the son UBERMENSCH; the bisexed SuperSlave).

The biblical patriarch Isaac was reportedly the 2nd and promised son of the aged Abraham and Sarah (Ishmael who is said to have fathered the Arabs was #1) and the father by Rebecca of the twins Esau and Jacob. When Isaac was a boy, he was almost sacrificed by his obedient father, but reportedly 'God' spared the boy. Serving as a bridge in the patriarchal tradition myth, Isaac is also an important character in the Jacob story when Jacob and his mother, Rebecca, deceived the old feeble Isaac into giving his final blessing to Jacob instead of the first born Esau.

Esau sold his b irthright to his twin brother, Jacob, for a "mess of pottage' (a serving of soft, semi-liquid food such as a thick soup or stew of vegetables and sometimes meat). I guess he had heard that to argue would be in vain, as in Masonry #2 is always #1.

The OX however is the symbol for 010, which means the reversal of the Genetic Binary Code.

Is it any wonder that Maurice Strong, the Gatekeeper, has recently been summoned to Gatineau (Gate in Water or Watergate), the RIO cross-road ab Sussex Street, near the French embassy in Ottawa, Ontario?

Yet, I also wonder, now that he has been exposed on this web site, if Big Moe is being asked to live out his final retirement days as a spare in Austria. Thank you for the encouraging correspondence.

Your analysis of the position of the Deputy Attorney General, both in BC and Ottawa, accords with the known facts.

As regards to sentencing, one should bear in mind that treason was at one time a capital offence. It is legally arguable that it remains a capital offence for members of the judiciary and other officers of the courts who violate their Oath of Office. This argument arises from the fact that the independence of the judiciary stems from the Acts of Settlement passed circa 1700 which effectively removed the judges from the usual legal restraints.

Further, the institution of the superior courts predates Parliament

Under the Canadian constitution, the courts were incorporated into the system by the BNA Act which says that our constitution is in principle similar to that of Britain in 1867. At that time, treason was a common law crime because there was no Criminal Code. When Parliament in Canada enacted the Criminal Code of Canada it abolished common law crimes but is arguable that Parliament did not have the power to remove common law crimes and the applicable sentences as they applied to officers of the courts who are members of a constitutionally separate institution.

Given that Canadian case law has developed in recognition of these provisions which regard the courts and the judiciary as institutionally not changeable by Parliament, one can reasonably assert that judges and other offi ces of the courts, such as the Deputy Attorney General, are subject to the death penalty when convicted of treason.

At common law, the violation of an Oath of Office by an Officer of the Court was a treasonous offence punishable by death, flogging and reprimands which will deter and prevent the commission of similar crimes in future. This applies to lawyers as well as to judges. So, it would apply to the Deputy Attorney General who is a lawyer and is, at law, the senior member of the bar in each province and before the Supreme Court of Canada.

In England, in the 13th or 14th century, they went through a period of corruption in the courts. A number of judges and other officers of the courts were hanged and public confidence was restored.

In America, prior to the revolution, the courts were so corrupt that the patriots simply hanged British judges without a trial because it was generally accepted that one had not needed to determine the guilt of anyone who would remain a judge on Her majesty's payroll while acting in the knowledge that the laws were tyrannical.

I hope this information assists you and your colleagues with respect to the legal sentences that could be applied after considering all the circumstances.

PROACTIVE INVESTIGATION OF THE SYSTEM

It is not enough for investigators of the Masonic SYSTEM that runs our lives to passively report on its corrupt activities. Real investigators must extent their investigations beyond the passive, by proactively forcing the SYSTEM to respond to publicly made requests and thereby expose its Modus Operandi and its corrupt actors.

In recent years CIPI has investigated the SYSTEM's relationship to the aboriginal community and found 'native' leaders and community activists wanting in the defense of their own people. The links between the so-called Native leaders and Freemasonry who own the governments was found to be much more interwoven than at first suspected.

We have also investigated the TAX COLLECTOR and its Agency, the Government of Canada, only to discover that the public's understanding of their actual role in our society is reversed from the reality. The KURD/BASQUE Frankish tax collectors created the government, not the other way around.

Lately, we have also exposed the true function of the most powerful bureaucrat in the country, the unelected Deputy Attorney General (Top DAG) and his manipulation of the courts, the police, public protection commissions and government pensions. Under the control of the Deputy Attorney General, the Justice Department is in fact the Just-Us Department. The Top Dag and his agents only protect and serve the most powerful at the expense of the ordinary taxpayer.

Our investigations have also allowed us to see first hand how the SYSTEM is prot ected by the ancient Frankish BASQUE / PHOENIX 'Cult of the Bald~Castrated Turkey Vulture' (CBCTV), who secretly control the National Media and Organized Religion (Scribes and Clerks). We have seen how these two groups are also prepared, occasionally, to discard some players (as in Chess) in order to protect the leaders of their self-governing societies.

True, we have not yet managed to prevent their criminal activity, however, now that we can reasonably expect Regime Change to come about shortly, a record of these Civil Servants' criminal activity will be available when the time comes and will be provided to a future Commission on Peace and Reconciliation, along with our recommendations for sentencing.

Just like in director Roman Polansky's film Chinatown (1974) our own experience is proving in Canada, like in Chinatown, nothing is as it seems. That's precisely the message anti-corruption / anti-high-treason crusader Glen Kealey is telling Canadians from coast-to-coast. Glen Kealey is Canada's most tenacious crusader against NAFTA and the Canada / U.S.A. Free Trade Agreement He is also our country's most vocal whistle-blower.

There are startling parallels in what Kealey alleges to be a hidden globalist agenda behind NAFTA and Free Trade and what movie villain Noah Cross did in Chinatown. The rich and powerful Cross caused mayhem as he exercised tyrannical control over the lives and destiny of southern Californians, through his greedy and illegal multi-million dollar land take-over and water diversion plot.

And that's where fiction meets reality. According to Kealey, Canada's own overlords are an elite group of international bankers and their all-seeing-eye, Freemasonry. He calls these co-conspirators "freemasons," (a term that derives it's meaning from pre-historic times when a slave stone-mason (Cain) was offered freedom if he agreed to work against his own family, starting by killing his own brother, if that brought him personal benefits) . Kealey says today's freemasons exist in the form of military brass, politicians (both native and non-native), "mandarins" (deputy ministers) and elite corporate leaders who conspire to give their sponsors Canada's national wealth and sovereignty, including our natural resources and crown corporation assets.

Kealey says former Prime Minister of Canada, Brian Mulroney, left Ottawa knowing he could never again be re-elected. His free trade "sponsors" feared the numerous cases of corruption that surfaced during his tenure would make it impossible for Mulroney to get a majority government that would implement free trade. Nevertheless, Mulroney received, on top of his prime minister's pension, millions of dollars worth of shares (arguably in return for services rendered while prime minister) from Peter Monk, chairman of Barrick Resources Inc. Barrick is a participant in the world's "gold cartel." Shortly thereafter, Mulroney was also hired on as Director of Archer, Daniels Midland (ADM), a vast European controlled player in the U.S. agri-food industry.

Significantly, ADM had just been targeted for an in-depth criminal investigation by the U.S. Justice Department. They were suspected of participating in a conspiracy designed to create a food cartel, to control the price and availability of all food grown in Canada, the U.S. and Mexico. Strangely, of all people, Brian Mulroney was commissioned by ADM's chairman to look into these allegations and report back to their board on his findings.

An investigation by ADM's own corporate director on charges of unfair competition and price fixing is dubious at best Especially since Mulroney was in court defending himself (after hand-picking his own judge to prosecute his case) against the federal government and RCMP charges of taking kickbacks on the Air Canada/Airbus 320 deal while serving as prime minister. Kealey says Mulroney was central to laying the ground work for carrying out a "Global Governance Agenda" of forming a "world food cartel" (ed. it is based on land stolen from American Indians a hundred and some years ago) in the mid and southwestern United States. ADM later paid $100 million fine in the US to avoid a prosecution on the matter, while Liberals absolved Mulroney.

Author Elaine Dewar in her recent book Cloak of Green (1995) says the Global Governance Agenda was envisioned by Nelson Rockefeller before World War II (ed. The Rockefeller family are agents for the European Rothschild banking family interests on the American continent). Global Governance also has links to the current regional trade agreements such asNAFTA and the Maastricht Treaty. The Maastricht Treaty is responsible for forming the European federation called the European Union, and Maastricht has created real regional level governance with a federation-wide currency and a federation-wide series of regulations on trade. Similarly, NAFTA places structural imperatives on the Canadian government, and it also rearranges powers to suit larger free trade agreements yet to come. Dewar explains the Global Governance Agenda as a push to integrate East and West, while shaping the U.N. itself to f it a "brave new unipolar" world.

In line with this elitist economic theology of consolidating power for Global Governance, there is a dirty little secret that lurks behind the Canada / U.S. A. and NAFTA Free Trade Agreements. That secret is a major water diversion and dam project called the GRAND Canal project (Great Recycling and Northern Development canal). It's an unprecedented $196 billion plan to convert James Bay into a freshwater lake fed by northern Ontario and Quebec Rivers. It will be connected to a similar massive western Canadian network of dams and canals, to Lake Diefenbaker in Saskatchewan.

The GRAND Canal will connect to other planned water diversions in B.C., such as the North American Water and Power Alliance (NAWAPA) and the Central North American Water Project (CeNAWP) - which will divert water from the Fraser River basin (it includes the North Thompson! River). The GRAND Canal will then transport these massive quantities of Canadian freshwater southwest to the United States and Mexico. Canadian atomic (ed. using discarded Russian missile plutonium) and hydro electric energy will be used to warm and pump 67 billion cubic metres of water annually to the south through the Great Lakes system and beyond. Through these new and existing networks of canals, water will be diverted to the midwestern U.S.A. from Saskatchewan in Canada and down to the southern states and into Mexico, to be used as a new source of irrigation and municipal freshwater supply.

In fact. Kealey says, one of the main purposes for diverting water from Canad a is to use it to create a giant food cartel, managed from Colorado on the 57,760 hectare Baca Grande Ranch. The ranch was purchased by Maurice Strong, the former secretary-general of the U.N- Conference on the Environment and Development for the 1992 Rio Summit and currently an executive at the UN (he was also named by former PM Mulroney to the Privy Council of Canada, giving him the life-time title of "Honourable"). Strong purchased a major share interest in the agri-business conglomerate, AZL Resources (Arizona-Colorado Land and Cattle Company).

Strong's ranch happens to be on top of one of the world's largest underground reservoirs (it is 250 times bigger than British Columbia's Okanagan Lake). Strong and his partners are the largest landowners in the Baca Valley. The Baca Valley aquifer contains nearly three-quadrillion litres of water. International Freemasons, through Strong, sit on top of 148,000,000,000 cubic metres (or 120,000,000 acre feet) of water worth an estimated $5,000 per 1,234 cubic metres (or per acre foot). At this price the water would be worth more than $600 billion.

The planned diversion will take water from 100 Mile House B.C., via canals to be built atop the former CNR rail bed across B.C. and Alberta, to Lake Diefenbaker, Saskatchewan, In 1995, British Columbia's NDP government passed a law to prohibit transfers of water between two river basins, such as the proposed "Multiwater" diversion project proposed for the transfer of North Thompson and Columbia Rivers, Kealey says the laws to prohibit water basin transfers were creat ed as illusions for deflecting attention away from the feasibility of the GRAND Canal. The GRAND Canal scheme in fact calls for the damming of the Thompson and Fraser Rivers in order to back water up creating a reservoir on Gang Ranch, in the Cariboo region of B.C.. In fact, B.C.provincial government law can't prohibit the GRAND Canal water diversion because the canal would contain water from only one river basin, the Fraser River basin. In addition to this, Canadian water that crosses provincial boundaries is regulated federally so any law passed provincially have no bearing. Also, the NAFTA and GATT agreements have created tribunals that disregard federal or regional laws anyway under sections defining goods and services, which give the right of control of all goods and services to private property owners and not government.

The new trans-Canada GRAND Canal concept was conceived at least as early as 1960, following preliminary studies of the Fraser basin commissioned by Premier "Wacky" Bennett, in 1953 and 1958, In 1985 a company called the GRANDCo. was formed by an elite and wealthy group of Canadian and American Freemason interests. At the time, media reports were generally skeptical of the vast GRAND Canal project, citing high environmental and political costs for implementing the scheme. Later, a study on the project was conducted by McMaster University economist Andrew Mullerr The study panned the water diversion project for being uneconomical "under current market conditions". Muller concluded, however, that in order for the GRAND Canal to be economically viable, it would have to overcame a huge capital and operating expenditure - (ed. according to evidence testified to at the Kealey Section 507 Hearing in 1991, Mulroney made up the shortage by stealing the money - 5% kickback on all major Government contracts over nine years from Canadian taxpayers). He added the project proponents would also have to find a market for the expected 67 billion cubic metres of water diverted per year (the Fraser River basin component extends the original diversion scheme westward).

Kealey says the project plans were never abandoned, they simply faded into the background. And today, the present political and economic climate under NAFTA / Free Trade make the project viable. Kealey says plans are already underway for its go-ahead and is being assisted by politicians following an implementation scheme drafted out during former prime minister Brian Mulroney's reign. Kealey says the bargain basement discount sale of CNR for $2 billion dollars (about the same price as the now-privatized Air Canada paid in 19SS for the alleged Mulroney-kickback-scheme purchase of 32 AIRBUS model 320 jets - costing $1.8 billion) was actually the right-of-way sale for the project's canal road-bed. He says Prime Minister Jean Chretien sold Canada out by privatizing CNR for such an undervalued price (just like Brian Mulroney promised he himself would). Now, CNR trains are expected to share CPR tracks while water flows above the CNR road-bed. Kealey calls this privatization "GRAND theft - trains."

The water, according to leaked engineering documents , will stretch 970' across by 30' deep on pivotal-lined canals, with a capacity to hold 1,000 cubic metres of water. Kealey says the canals will likely be standing above ground on pylons. "What people don't realize from the engineering reports, is the canal will actually be more like a sidewalk of barges moving in both directions," says Kealey. Freshwater canals and floating barges containing everything Canadian resources may have to offer - lumber, oil, minerals and even refrigerated Alberta beef- all picked up along the route from BC to Saskatchewan, in Canada, to be dropped off en route within the United States and Mexico. Then, when the barges are emptied, Kealey says they'll be filled again with hospital garbage from Texas, Nevada and California, Some of the garbage will be nuclear waste shipped to the Meadow Lake Reserve in Saskatchewan, and then the remaining barges will be floated back to B.C. to fill the province's abandoned mine shafts. By coincidence (if one doesn't believe in conspiracy), the elected chiefs of the South Meadow Lake Reserve already say they are prepared to store nuclear waste on their land.

Kealey says there will be no industry for Canada. Instead, "Canadians are to become the hewers of wood and drawers of water and raw resources." Only American barges will be permitted on the canals, he says, and by further "coincidence" there is currently a proposal before the Canadian Competition Board to buyout the only Canadian barges on the Pacific coast. Kealey explains "it's the permits, not the floating stocks, they are after."

Duri ng a recent trip to Litton, B.C., Kealey learned that Hell's Gate canyon, a popular B.C. tourist sky tram ride attraction that was once owned by a German consortium is now fronted by Canadians. Kealey says the changes in Hell's Gate's "public owners" is an indication that international investment is moving ahead with the GRAND canal. His sources have told him there are five partners involved in the purchase, three are Canadian and two are German.

Kealey says Hell's Gate's location is strategic because it is possible to dam back the water all the way to Quesnel beyond Gustafson Lake to create a major new reservoir on Gang Ranch, below the Chilcotin river on the Fraser plateau, which Kealey says is the real reason for government spending $5.5 million on heavily-armed RCMP and army personnel (ed. A flagrant abuse of power if one goes by the evidence presented at trial), when they attacked a few Native Tamanawas traditionals, a corporate Pipe-Carrier and his family and Rockefeller Foundation agents during the 1995 B.C. standoff (ed. By "coincidence", the only Native leader who is still detained in jail is William Jones Ignace, an "open-pollinated" seed grower who, through his farming, circumvents the efforts of trans-national agri-business to control food by distributing only hybrid seeds that cannot themselves reproduce seed).

Also, when the canal is built, the water from the North Thompson river will flow backwards on the CNR road-bed up to Jasper, Alberta. The present line goes past the Lubicon Reserve where the Lubicon Native Band is currently fighting to prevent the cutting of 11,000 trees a day. Kealey says this type of canal can all be easily achieved through some relatively simple construction methods., and of course, with the use of atomic power.

In terms of legal issues, the FTA and NAFTA agreements have already set out some clear rules for participating countries not to restrict export trade of any "goods" or "services." The current assurances given by Canadian politicians that our water is protected under Canadian federal or provincial laws are, in Kealey's opinion, complete fabrications designed to mislead the population. Kealey also says these laws cannot be enforced because - a) these trade pacts protect only "free flowing" waters and - b) international treaties supersede all national or regional laws. Kealey scrupulously paints out that water behind dams and in reservoirs is not free flowing, therefore, the GRAND Canal plan will convert a huge portion of Canada's free flowing water into giant water gutters that will move water through canals down to the United States. The other factor which has made the GRAND canal project more attractive since the Muller study is the increase in demand for freshwater, especially in California. Muller explains the values for freshwater in southwestern United States in 1988 were as high as $69 per thousand cubic metres. Muller found this was not enough to sustain the GRAND canal project with its huge capital costs. However, Muller also concluded if between $100 to $200 per thousand cubic metres could be garnered from selling water to users, then that would be enough to take this project more seriously.

Kealey says, after the study was completed the GRAND canal never actually died, it merely became part of a secret agenda behind the FTA and NAFTA. Kealey says the GRAND canal just went out of the public eye and into the background. He says the proponents were secure in the knowledge that American demand for water would soon bring prices up to make their project hugely profitable.

Kealey is right. The value and scarcity of water in southwestern United States have driven prices up beyond earlier forecasted expectations. The far higher prices are confirmed by a similar scheme for interbasin water transfer proposed by Multinational Water and Power Inc. and KVA Resources Inc. out of Vancouver. This project proposes to divert the Thompson River in BC through pipelines and canals to southwest U.S. The executive summary indicates huge profits of $600 million will be made after project costs (without paying regard to environmental or political costs for Canada, of course). The summary also gives projections for a 1992 market paying about $1,000 per acre foot of water. However, by the year 2,000 they expect to be able to charge $3,000 per acre foot of water.

In a telephone interview with GRAND Canal Company President and CEO Tom Kierans, he defends his project by saying it has been greatly misunderstood by "so-called" environmental and nationalist concerns. Kierans says that by damming James Bay, this will increase Canada's freshwater supply by 1 per cent because the GRAND canal will "recycle wasted" fresh water f lowing out to Hudson Bay. He also says the project will "re-salinate a biologically unproductive Hudson Bay to create a lucrative salt water Canadian fishery, while extending navigation to 4 or 5 months a year." Kierans is confident the GRAND canal project will be realized and it is only a matter of waiting for the correct market conditions. "With public demand it has to happen because we need fisheries."

Kierans adds, the real threat to Canada's sovereignty is (ed. European banker-controlled, "Fortune 1000", U.S.A. head-quartered) corporations claiming prescriptive rights to Canadian fresh-water. He says it will be far worse for Canada not to supply the U.S. with our freshwater "because they'll find a way of antagonizing us to get our water anyway." Kierans denies any connection between the GRAND canal and NAFTA/FTA trade agreements. But Kierans does agree some of the pivotal-lined canals will be built large enough to accommodate the movement of floating barges and some other additional uses. "The canals that need to be, will be large enough for barges and there will likely be some recreation use too", Kierans says.

"But the barges are only secondary, they will come later sometime in the next century". In Prince George, New Caledonia College instructor Jim Windsor (who is writing his dissertation on the topic of water diversion) expects it would take the GRAND Canal Company (also known as CRANDCo.) about four or five years to convert James Bay into a fresh water lake with the planned 160km dam. He says the plan originally was to reverse the flow up th e Harricana River to Georgian Bay.

Windsor explains that once Kierans is in possession of the water, it will be relatively easy to know exactly how much water flows into Georgian Bay (ed. where Mitch Bronfman acquired the land in 1966) and the Great Lakes system. "So Kierans stands to make an immense amount of money from the privately-owned fresh water."

Windsor says an American water diversion project on Lake Michigan, called the Chicago Sanitary and Ship Canal, has diverted water for sewage and barge navigation since it was built in 1848. Recently though, there have been American proposals to enlarge this canal by claiming a "Chicago diversion wildcard.". They argue Lake Michigan is inside the American border and is, therefore, outside the International Joint Commission jurisdiction on boundary water. They further argue the IJC (1909) resulted in a boundary water treaty that doesn't apply to the Chicago diversion because the canal pre-dates that agreement.

Windsor says there are some Americans who think the Chicago diversion route could become a means to bolster the Mississippi River flows in times of low flow. When a 1988 drought struck in the Midwest, it left many barges containing petroleum or oil run aground in the Mississippi. Windsor says that's when all hell broke loose and several senators wrote to former president Ronald Reagan to demand the increase of water flows through the Chicago diversion - which was directly against Canada's competing interests for hydro electric power use from the Great Lakes system. Canada's major concern , however, was the legal precedent of having the American's unilaterally diverting water out of the Great Lakes system.

Windsor says the U.S. senators wrote in their correspondence that enlarging the Chicago water diversion was something the U.S. Army Corps of Engineers could have done. Canadian critics said that enlarging the Chicago diversion was just grasping at straws because the rescue work could not have been done in time to re-float the stranded barges anyway. The Canadian position maintained once a bigger diversion was started, the impetus would be to complete the construction; therefore, Canada would be facing a much larger diversion and potential loss of more water from the Great Lakes system.

Windsor says in the southwestern states, the Ogallala state water system pumps a greater amount of water annually than the Colorado River. But over the years, the Ogallala Aquifer has experienced a surface drop of between 50 and 300 feet in some Texas locations, Windsor says. So there is political pressure in the States to see if something can be done to replenish the Ogallala Aquifer by drawing more water out of Lake Michigan using the Mississippi River (through an enlarged Chicago diversion). But the Chicago diversion is "grandfathered" and restricts the Army Corp of Engineers from pumping more water out of Lake Michigan than it can replenish. However, if circumstances changed so the Chicago diversion were to be opened up into a larger canal, Windsor says some American's would argue, "Well gosh, we've got more water anyway, we'll use it downstream to replenish the Ogallala Aquifer."

Ironically, one of the authors of the letter was then-senator and now U.S. Vice President Al Gore, who is considered in the States to be the "green" vice president.

But to those people who oppose large-scale diversions, they are against treating river valleys like large plumbing networks. They reject that enlarging the Chicago diversion is merely a technical argument.

Windsor says that in 1985, Kierans received $30,000 from the Newfoundland regional office of the National Research Council under Brian Mulroney's government. The money was used by GRANDCo for publications and public relations. At the time, the original GRANDCo directors included Robert Bourassa, former premier of Quebec and another well-known supporter was former federal Finance Department mandarin Simon Reisman (Canada's Ambassador to the 1986-88 Canada-U.S.A. Free Trade negotiations and Chief Negotiator). Reisman actually went before the New York Board of Trade to lobby for the GRANDCo canal project.

As well, Windsor disputes Kierans' claim the GRAND canal project is merely "recycling" fresh water. Kierans argues he'll be taking only 20 per cent of the flow and 80 per cent still goes to Hudson Bay, moving the 20 per cent up the Harricana River and eventually up to the Great Lakes. He says estuaries and ecological systems suffer greatly when freshwater inflows are interrupted. "The productivity of estuaries are dependent on freshwater inflows."

Windsor says if rational thought should prevail, the GRAND canal would have no chance of being approved. But Windsor is quick to remind you not to bet the farm on rational action in Canadian water activity. He says Canada is already the single largest water diverter in the world (even more than Russia and the United States combined) with an annual diversion rate of 4,400 cubic metres per second, and most of Canada's diversions are for hydro electric power.

Even though Canada's motivations may be different than the U.S., we are none-the-less the world's greatest diverter. Windsor says the question of whether Canada has a surplus globally of freshwater is also the point of some controversy. He says a true measure of our water resource is to measure our "flowing" water. On that basis, he says Canada has approximately nine per cent of the world's flowing water. That is equal to 105,000 cubic metres per second (Canada's land area is about 7 per cent of the land surface of the planet - so comparing water with land it is not too far off, but if you compare Canada having 1/2 of one per cent of the world's population it sounds like a lot of water, but at the same time that assumes the only function of water is to serve people. Windsor says based on these opposing views, Canada's water supply is actually a major source of controversy and acrimony. It may seem like Canada has a huge chunk of water - but alternatively, the flow of the Amazon River is 150,000 cubic metres per second. Windsor says this means Canada's flow of all freshwater is actually equal to two-thirds of the Amazon River. People must ask themselves if that qualifies as a surplus?

Windsor also questions whether there is a need for water to be diverted to the U.S.? He says most people in Canada would say an emphatic NO! But what's interesting is the U.S. is only marginally smaller than Canada and has only slightly less water flow than Canada, but their water is mostly in Alaska. He explains there is actually more stream flow in B.C. than in the western two-thirds of the U.S., from the Mississippi to the Pacific Coast. Despite this difference Windsor says there is enough water in the Western United States already - if it were properly priced. Windsor says water can be re-allocated from agriculture to municipalities, where there are shortages of available water, if there is political will to do so. The trouble is, in U.S. politics it is always easier to bring in new water through diversion.

"There's vested interest in this from big political contributors or corporations," Windsor says. He also says "there's not a shortage (of water) in an absolute sense but there's a shortage in municipal water use."

Windsor agrees there's still concern that NAFTA and Free Trade obliges Canada to export water. He says Bill C-156, called the Canadian Water Preservation Act, stated when introduced in August 1988 that Canada's water was not for sale. However, the fact that Bill C-156 was even necessary is evidence it is a concern here. Furthermore, Windsor concurs the act is irrelevant anyway because international trading agreements override domestic legislation. And finally, he says the ACT never passed - IT "died on the order paper" with the calling of the federal election in November 1988.

Does Canada have a moral obligation then to export water, given we have global warming and water shortages in Phoenix, Arizona, Los Angeles, California, and now in Texas (which is currently going through the worst drought in 60 years)? And if Canada does export water - is this export interruptible? In other words, once we turn the tap on - can Canada unilaterally decide to turn it off? In this regard, Windsor draws on an article by Victoria writer, R.C. Bocking, [Canadian Water: a Commodity for Export? Canada's Aquatic Resources, (1987)] quoting an anonymous American. Windsor paraphrasing says, "Canada will begin exporting water to the U.S. with a treaty, but if it wants to turn the tap off it will have to deal with the marines."

Windsor says it will also be difficult for Canada's elite to say no to billions - perhaps trillions -- of dollars in water export revenues per year when there exists a perception of economic difficulty. He says this is the U.S.'s (ed. European bankers) ace up their sleeve. The prospect of huge revenues appeals to others as we move out of an era of environmental determinism to one of economic determinism.

"I don't accept this," Windsor says, "because I believe nothing is inevitable unless you want it to be."

WHO'S BEHIND THE GRAND?

GRANDCo has a long list of elite Canadian and American directors who are politically connected with world power and our own Canadian establishment. For example, the GRANDCo Chair, L. Desmarais (the middle initial of ei ther Paul Jr. or Andre?) is one of two sons of Paul Desmarais - the richest French Canadian in the world today and Chair of Power Corporation. In 1981, son, Andre Desmarais, the CEO of Power Corporation (which also owns Consolidated Bathurst, the multi-national paper company) married Prime Minister Jean Chretien's daughter France, in a wedding that matched Power with power. The Desmarais group controls 69 corporations in Canada including Power Corporation of Canada, Power's former executive and vice president was John Rae (was also Prime Minister Jean Chretien's campaign manager / Liberal fund raiser and is now working for the Desmarais group). Rae is the brother of former Ontario NDP premier Bob Rae.

Other Power executives include Senator Michael Pitfield, former Trudeau confidant and William Simon former U.S. treasury secretary. Canadian Finance Minister Paul Martin, Jr. formerly worked for Maurice Strong at Power Corporation, and he is still associated with the corporation. Paul Martin Jr. also has 4.5 per cent interest in a company Baca Petroleum Corporation, a Denver Company, controlled by Maurice Strong. Baca Petroleum Corporation is now managed by Strong's son which is a subsidiary of Baca Resources Ltd. Power Corporation has a $152 million treasury, built mostly from selling utilities to the B.C.government. The Desmarais family controls $15.8 billion shares of media, oil, financial and forestry empires. Power Financial Gronp, a holding company controls Montreal Trustco Inc., Credit Foncier, Investors Group as well as the Great-West Life Assurance Co. and Consolidated Bathurst Inc. - which includes the laser pioneer company Lumonics, oil and gas producer Sulpetro Ltd., and aluminum and bottling corporation C.B. Pack. The Desmarais group also owns La Presse, the business journal Les Journaux and has an ongoing partnership with CBC Newsworld International.

Other GRANDCo directors include: Tom W. Kierans, its president and chief executive officer, and GRAND canal's planning engineer. Kierans is also the cousin of Canadian "nationalist" Liberal Eric Kierans, the former Quebec Cabinet Minister in the Lesage government. Tom Kierans is also an independent director of Southam Inc., which owns 20 daily newspapers across Canada. Kierans is currently under attack to resign him from Southam Inc's board of directors by media mogul Conrad Black, owner of Hollinger Inc., which recently bought out Power Corp's shares of Southam Inc. - making Black, Canada's dominant publisher, with 58 of Canada's 104 daily papers. Black also controls all mainstream newspapers that reach the people of Saskatchewan where the GRAND Canal is to be diverted south.

Next on the board of directors is Mr. D, Cote, now retired from the UMA Group, Vancouver. Mr. C. Dagenais, of the the SNC Group, Montreal (the biggest engineering firm in Quebec today). SNC was used by the federal government as a front for a semi-private intelligence and influence network, ostensibly created for curtailing Quebec's separatist support In French Africa during the 1960's. SNC's president Garneau is a former Minister of Finance in Quebec. The firm today is merged with Lavalin, who are Brian Mulroney's wealthy buddies in the engineering field; Mr. R. Paul, Bechtel Canada Ltd., Vancouver (All the U.S. administration big shots get trained here at the largest engineering firm in the world, and their alumni include U.S. secretary George Schultz and former U.S. secretary of defence Robert McNamara, also former head of World Bank. The military brass and foreign affairs big shots come out of there too). Dr. G. Pon, Atomic Energy of Canada Ltd., Ottawa (Atomic Energy's job will be to supply electricity for pumping water uphill in the canals and to keep it warm during cold winter months); Mr. R. Warren, Rousseau Sauve, Warren Inc., Montreal; Mr. H. Snyder, VP, St. John's; Mr. D. Harris, Secretary and Comptroller, St. John's.

WHO IS MAURICE STRONG?

Maurice Strong is a man to watch!

The billionaire Canadian businessman is an employee of the United Nations; an employee of the Rockefeller and Rothschild's trusts and projects; a director of the Aspen Institute for Humanistic Studies; the organiser of the first World Conference on the Environment in 1992; the founder and first head of the U.N. Environment Program; the secretary general (and chief organizer) of the UNCED Earth Summit i n Rio in June 1992, and a leading socialist, environmentalist, New World Order manipulator, occultist, and New Ager. In the mid-1980s, Strong joined the World Commission on the Environment where he helped produce the 1987 Brundtland Report widely believed to be the "incendiary" which ignited the present "Green movement."

Strong, who spearheaded the Earth Summit, has complained that "the United States is clearly the greatest risk to the world's ecological health," and wrote in an UNCED report in August 1991 that:

"It is clear that current lifestyles and consumption patterns of the affluent middle-class...involving high meat intake, consumption of large amounts of frozen and convenience foods, ownership of motor vehicles, small electric appliances, home and work place air-conditioning, and suburban housing are not sustainable... A shift is necessary toward lifestyles less geared to environmental damaging consumption patterns."

Strong has forcefully advocated a new economic order based on the re-distribution of the developed world's industries and wealth to the Third World. Strong is indeed an arch antipodean socialist/capitalist.

The Trilateral Commission recently published book, Beyond Interdependence: The Meshing Of the WorId's Economy and the Earth's Ecology. Rockefeller wrote the foreword and Maurice Strong wrote the introduction, saying in part:

"This book couldn't appear at a better time, with the preparation for the Earth Summit moving into gear...it will help guide decisions that will literally determine the fate of the earth... Rio will have the political
capacity to produce the basic changes needed in our international economic agendas and in our institutions of governance."

Strong has established what could be the global headquarters for the New Age movement in the San Luis Valley of Colorado at the foot of the Sangre de Cristo Mountains near Crestone, Colorado. He and his occultic wife, Hanne, call the Baca an international spiritual community which they hope will serve as a model for the way the world should be if humankind is to survive - a sort of United Nations of religious beliefs. The Baca (as the center is called) is replete with monasteries; the Haidakhrndi Universal Ashram, a Vedic temple where devotees worship the Vedic mother goddess; amulet- carrying Native American shamans; a $175,000 solar-powered Hindu temple; a mustard-yellow tower called a ziggurat; a subterranean Zen Buddhist center complete with a computer and organic gardens; a house full of thousands of crystals; and even Shirley MacLaine and her New Age followers.

In 1978, a mystic informed Hanne and Maurice Strong that "the Baca would become the center for a new planetary order which would evolve from the economic collapse and environmental catastrophes that would sweep the globe in the years to come." The Strongs say they see the Baca, which they call 'The Valley Of the Refuge Of World Truths'", as the paradigm for the entire planet and say that the fate of the earth is at stake. Shirley MacLaine agrees - her astrologer told her to move to the Baca, and she did. She
is buil ding a New Age study center at the Baca where people can take short week-long courses on the occult! Apparently, the Kissingers, the Rockefellers, the McNamaras, the Rothschild's, and other Establishment New World Order elitists all agree as well, for they do their pilgrimage to the Baca - where politics and the occult - the New World Order and the New Age - all merge. Much of the above information about the Strong and the Baca comes from an interview entitled "The Wizard Of the Baca Grande," which Maurice Strong conducted with WEST magazine of Alberta, Canada, May 1990. Strong concluded the interview with a thought provoking, apocalyptic story from a novel he
says he would like to write:

"Each year the World Economic Forum convenes in Davos, Switzerland. Over a thousand CEOs, prime ministers, finance ministers, and leading academics gather in February to attend meetings and set the economic agendas for the year ahead.

What if a small group of these word leaders were to conclude that the principle risk to the earth comes from the actions of the rich countries? And if the world is to survive, those rich countries would have to sign an agreement reducing their impact on the environment. Will they do it? Will the rich countries agree to reduce their impact on the environment? Will they agree to save the earth?

The group's conclusion is 'no.' The rich countries won't do it. They won't change. So, in order to save the planet, the group decides: isn't the only hope for the planet that the in dustrialized civilizations collapse? Isn't it our responsibility to bring that about?

This group of world leaders form a secret society to bring about a world collapse. It's February. They're all at Davos. These aren't terrorists - they're world leaders. They have positioned themselves in the world's commodity and stock markets. They've engineered a panic; using their access to stock exchanges, and computers, and gold supplies. Then they prevent the markets from closing. They jam the gears. They have mercenaries who hold the rest of the world leaders at Davros as hostage. The markets can't close. The rich countries...?" and Strong makes a slight motion with his fingers as if he were flicking a cigarette butt out of the window.

I sat there spellbound. This is not any story-teller talking. This is Maurice Strong. He knows these world leaders. He is, in fact, co-chairman of the Council of the World Economic Forum. He sits at the fulcrum of power. He is in a position to do it.

The Earth Summit

"The Earth Summit must establish a whole new basis for relations between rich and poor, North and South including a concerted attack on poverty as a central priority for the 21st century. This is now as imperative in terms of our environmental security as it is on moral and humanitarian grounds. We owe at least this much to future generations, from whom we have borrowed a fragile planet called Earth."

Billed as the "mother of all summits," with up to 40,000 government officials and environmentalists from 167 countries in attendance, the June 4-14 Earth Summit was the biggest gathering of world leaders ever held. Described by Time magazine as a "New Age carnival," the summit (and related activities) was attended by the Dalai Lama of Tibet, thousands of New Agers and occultists (including John Denver and Shirley MacLaine), numerous leftist groups, and virtually every environmental group in the world - 7,892 non-governmental organizations from 167 countries.

As the Wall Street Journal said: "The summit on Mother Nature was asking:

'What is needed to save the world and how much is the world willing to do to save itself?'" The Audubon Society called the Earth Summit "the most important meeting in the history of mankind", and Maurice Strong said at the opening session of the Summit:

"Nothing less than the fate of the planet is at stake... No place on the planet can remain an island of affluence in a sea of misery... We're either going to save the world or no one will be saved. I think we're at a real point of civilizalion change. We must, from here on in, all go down the same path... There may not be another chance."

The Rocky Mountain News, in a May 31, 1992 article entitled "Agenda For Rio: Save the Planet Earth," posed a question:

"Who is killing planet earth? Styrofoam-crushing, beef-eating, gasoline- guzzling, air conditioner-blasting Americans and their partners in the developed nations? Rain forest-razing, sewer-fouling, baby-booming peasants of the Third World? Air-poisoning, river-killing, radioactive waste-leaking, dirt y coal-burning denizens of formerly communist Eastern European countries? All of us are killing planet earth!"

Many environmentalist leaders touted the summit as an ecological Bretton Woods, just as world leaders crafted the post-World War II international financial system in New Hampshire, the leaders of the post-Cold War era would lay the foundations for the "era of sustainable development." Lester Brown, president of Worldwatch Institute, said: "I think when we look back we will see the Rio conference as the event that marked the end of an era and the start of a new one." "

The Goals Of the Rio Earth Summit

The June Earth Summit in Rio was not just about the pseudo-environmental crisis; it was not just about clean air, clean water, acid rain, global warming, or endangered species: it was about massive wealth redistribution from the industrial countries (i.e., the North) to the Third World countries (i.e., the South) - from the rich to the poor countries. It was about massive global capitatist/socialism people control, and world government. It was also an unprecedented global media platform, for militant anti-American eco-propaganda with emotional diatribes about America's alleged crimes against the global environment.

The summit was concerned with writing a World Constitution which will deal with ways and means of eliminating pollution; cutting down the alleged "global warming"; cutting down on the emission of carbon dioxide; stalling the rate of ozone depletion; adopting plans to prevent overpopulation, acid rain, nuclear fall out, and to promote clean water and clean air; and depriving landowners of the right to use their land in any manner other than that permitted by UNCED or its local or regional representative. Their broad
goals include:

1. A Massive Global Wealth Redistribution Scheme - Maurice Strong and other summit leaders are demanding a $625 billion a year (for a decade) wealth transfer from the so-called wealthy countries (epitomized by the U.S.) to the so-called poor countries-with $125 billion per year coming from America. The U.S. is being pushed to contribute $70 billion per year to this Third World Green fund (this is in addition to the $55 billion we already pour out annually to developing nations).

2. Imposition of a System of Global Environmental Regulation - including onerous taxes on energy fuels, and on the populations of the United States and other industrialized nations. The developed countries should limit production and consumption, and cut back dramatically on the use of the
automobile, electrical appliances, air conditioning, etc. The same formula for "sacrifice by the rich nations to save the planet" was summarized well some 12 years earlier by Kansas Senator James P. Pearson, who said: "Profits must be cut, comforts reduced, taxes raised, sacrifices endured."

3. Elimination Of Property, Hunger, and Disease In The Third World - Only if these are eliminated, the environmentalists say, will the poor Third Worlders stop polluting planet earth.

4. Establishment Of a Global Environmental Protection Agency - to duplicat e the efforts of the American EPA on a worldwide basis and prosecute environmental crimes on a global basis.

5. Population Control - is high on the Green agenda, although the issue was low-profiled at the Earth Summit. Strict population control is high on the agenda of UNCED and the Green movement. As the Greens see it, there are too many people on Mother Earth (and the 5.4 billion will double in the next 10 to 15 years); the more people there are, the more pollution there is; the more highly-developed the people are, the more resources they consume. So, one of UNCED and the Greens' chief goals is to restrict population growth by whatever means possible. Biology professor Garrett Harden (an influential Green spokesman) recently wrote:

"lt is a mistake to think that we can control the greed of mankind in the long run by an appeal to conscience. . . . The only way we can cherish and nurture other and more precious freedoms is by relinguishing the freedom to breed, and that very soon."

IS MAURICE STRONG'S MOVE TO OTTAWA CONNECTED
TO THE PLAN TO MERGE CANADA AND THE USA IN 2005?

They talked about it during the negotiations leading up to the signing of the Canada/USA Free Trade Agreement (FTA). It was the precursor to NAFTA, the North American Free Trade Agreement, which brought Mexico into only some parts of the agreement already arrived at between Canada and the USA.

The planned merger was part of the STEP~BY~STEP IMPLEMENTATION SCHEME that was secretly negotiated during 1987/88 and signed in Washington's STAR CHAMBER, by representatives of both countries, just prior to the FTA itself being declared 'a threat to national security were it to become public knowledge'. Because of existing American secrecy laws the details of the treaty itself were then locked away in the vaults of the Pearson Building for a minimum period of 30 years.

Recently, the Quebec side of the National Capital of Canada (Ottawa) across from the Pearson Building on Sussex Drive was renamed GATINEAU, which translates in Mason~Talk to Gate in Water (Watergate). Maurice Strong has long been suspected of being to official GATEKEEPER to the Mandan Troglodytes who rule the world. He would have replaced Reinhardt Gehlen the former Nazi who, with the brothers Allen and John Faster Dulles, founded the CIA in 1950.

Maurice Strong's move to Ottawa may be the sign that the implementation of the merger of Canada and the USA is about to begin. Paul Martin, his bud, is awaiting his own coronation, as leader of Canada's Liberal Party (Axis of W easels), in February 2004. Can you spot the MAGIC in these numb~ers?

Maurice Strong Joins NCSE Board of Directors

Maurice Strong, Under Secretary General of the United Nations, has joined the Board of Directors of the National Council for Science and the Environment (NCSE). Strong also serves as Special Advisor to the Secretary-General of the United Nations, Senior Advisor to the President of the World Bank, and President of the United Nations University for Peace in Costa Rica.

A native of Canada, Strong is one of the world‰s foremost political and environmental figures. He served as Secretary-General of the historic 1992 Earth Summit in Rio, and currently serves as Chairman of the Earth Council, an organization formed to promote the Earth Summit agreements. From 1970-1972, he was Secretary-General of the United Nations Conference on the Human Environment in Geneva. He then served as the first Executive Director of the United Nations Environment Programme until 1975.

The adventures of Maurice Strong & Co. illustrate the fact that nowadays you don't have to be a household name to wield global power. "The survival of civilization in something like its present form might depend significantly on the efforts of a single man," declared The New Yorker. The New York Times hailed that man as the "Custodian of the Planet." He is perpetually on the short list of candidates for Secretary General of the United Nations. This lofty eminence? Maurice Strong, of course. Never heard of him? Well, you should have. Militia members are famously worried that black helicopters are practicing maneuvers with blue-helmeted UN troops in a plot to take over America. But the actual peril is more subtle. A small cadre of obscure international bureaucrats are hard at work devising a system of "global governance" that is slowly gaining control over ordinary Americans' lives. Maurice Strong, a 68-year-old Canadian, is the "indispensable man" at the center of this creeping UN power grab.

Not that Mr. Strong looks particularly indispensable. Indeed, he exudes a kind of negative charisma. He is a grey, short, soft-voiced man with a salt-and-pepper toothbrush mustache who wouldn't rate a second glance if you passed him on the street. Yet his remarkable career has led him from boyhood poverty in Manitoba to the highest councils of international government.

Among the hats he currently wears are: Senior Advisor to UN Secretary General Kofi Annan; Senior Advisor to World Bank President James Wolfensohn; Chairman of the Earth Council; Chairman of the World Resources Institute; Co-Chairman of the Council of the World Economic Forum; member of Toyota' s International Advisory Board. As advisor to Kofi Annan, he is overseeing the new UN reforms.

Yet his most prominent and influential role to date was as Secretary General of the 1992 UN Conference on Environment and Development -- the so-called Earth Summit -- held in Rio de Janeiro, which gave a significant push to global economic and environmental regulation.

"He's dangerous because he's a much smarter and shrewder man [than many in the UN system]," comments Charles Lichenstein, deputy ambassador to the UN under President Reagan. "I think he is a very dangerous ideologue, way over to the Left."

"This guy is kind of the global Ira Magaziner," says Ted Galen Carpenter, vice president for defense and foreign-policy studies at the Cato Institute. "If he is whispering in Kofi Annan's ear this is no good at all."

Strong attracts such mystified suspicion because he is difficult to pin down. He told Maclean's in 1976 that he was "a socialist in ideology, a capitalist in methodology." And his career combines oil deals with the likes of Adnan Khashoggi with links to the environmentalist Left. He is in fact one of a new political breed: the bi-sectoral entrepreneur who uses business success for leverage in politics, and vice versa.

Strong started in the oil business in the 1950s. He took over and turned around some small ailing energy companies in the 1960s, and he was president of a major holding company -- the Power Corporation of Canada -- by the age of 35. This was success by any standard. Yet on more than one occasion (inc luding once in Who's Who), Strong has been caught exaggerating. He claimed, for instance, to have forfeited a $200,000 salary when he left Power. The real figure, said a company officer, was $35,000. Why this myth-making? Well, a CEO is just a CEO -- but a whiz-kid is a potential cabinet officer.

And it is in politics that Strong's talents really shine. He is the Michelangelo of networking. He early made friends in high places in Canada's Liberal Party -- including Paul Martin Sr., Canada's external-affairs minister in the Sixties -- and kept them as business partners in oil and real-estate ventures. He cultivated bright well-connected young people -- like Paul Martin Jr., Canada's present finance minister and the smart money's bet to succeed Jean Chretien as prime minister -- and salted them throughout his various political and business networks to form a virtual private intelligence service. And he always seemed to know what the next political trend would be -- foreign aid, Canadian economic nationalism, environmentalism.

In 1966, by now a Liberal favorite, Strong became head of the Canadian International Development Agency and thus was launched internationally. Impressed by his work at CIDA, UN Secretary General U Thant asked him to organize what became the first Earth Summit -- the Stockholm Conference on the Human Environment in 1972. The next year, Strong became first director of the new UN Environment Program, created as a result of Stockholm. And in 1975, he was invited back to Canada to run the semi-national Petro-Canada, created by Prime Mini ster Pierre Trudeau in the wake of OPEC's oil shocks.

Petro-Canada was a sop to Canada's anti-American Left, then denouncing American ownership of the country's oil companies. Strong talked a good economic-nationalist game -- but he himself was a major reason why Canada's oil companies were U.S.-owned. Ten years before, while at Power Corporation, he had enabled Shell to take over the only remaining all-Canadian oil company by throwing a controlling block of shares in its direction. As Maclean's wrote, he now returned "amid fanfares" to rectify this.

After a couple of years, Strong left Petro-Canada for various business deals, including one with Adnan Khashoggi through which he ended up owning the 200,000-acre Baca ranch in Colorado, now a "New Age" center run by his wife, Hanne. (Among the seekers at Baca are Zen and Tibetan Buddhist monks, a breakaway order of Carmelite nuns, and followers of a Hindu guru called Babaji.) Not for long the joys of contemplation, however. In 1985, he was back as executive coordinator of the UN Office for Emergency Operations in Africa, in charge of running the $3.5-billion famine-relief effort in Somalia and Ethiopia. And in 1989, he was appointed Secretary General of the Earth Summit -- shortly thereafter flying down to Rio.

Strong's flexibility, however, must not be mistaken for open-mindedness. His friends, his allies among Canadian Liberals, his networks in the UN and the Third World, even his long-term business partners (like the late Paul Nathanson, wartime treasurer of the Canadian-Soviet Friendship Co mmittee) all lean Left. He has said the Depression left him "frankly very radical." And given his ability to get things done, the consistency of his support for a world managed by bureaucrats is alarming. As Elaine Dewar wrote in Toronto's Saturday Night magazine:

It is instructive to read Strong's 1972 Stockholm speech and compare it with the issues of Earth Summit 1992. Strong warned urgently about global warming, the devastation of forests, the loss of biodiversity, polluted oceans, the population time bomb. Then as now, he invited to the conference the brand-new environmental NGOs [non-governmental organizations]: he gave them money to come; they were invited to raise hell at home. After Stockholm, environment issues became part of the administrative framework in Canada, the U.S., Britain, and Europe.

IN the meantime, Strong continued the international networking on which his influence rests. He became a member of the World Commission on Environment and Development (the Brundtland Commission). He found time to serve as president of the World Federation of United Nations Associations, on the executive committee of the Society for International Development, and as an advisor to the Rockefeller Foundation and the World Wildlife Fund. Above all, he served on the Commission on Global Governance -- which, as we shall see, plays a crucial part in the international power grab.
Sometimes, indeed, it seems that Strong's network of contacts must rival the Internet. To list a few:


-- Vice President Al Gore. (Of course.)

-- World Bank President James Wolfensohn, formerly on the Rockefeller Foundation Board and currently on the Population Council Board; he was Al Gore's favored candidate for the World Bank position.

-- James Gustave Speth, head of the Carter Administration's Council on Environmental Quality, crafter of the doomladen Global 2000 report, member of the Clinton - Gore transition team; he now heads the UN Development Program.

-- Shridath Ramphal, formerly Secretary General of the (British) Commonwealth, now Co-Chairman of the Commission on Global Governance.

-- Jonathan Lash, President of the World Resources Institute -- which works closely with the World Bank, the UN Environment Program, and the UN Development Program -- and Co-Chairman of the President's Council on Sustainable Development.

-- Ingvar Carlsson, former Swedish prime minister and Co-Chairman of the Commission on Global Governance.


But Strong is no snob; he even counts Republican Presidents among his friends. Elaine Dewar again:

Strong blurted out that he'd almost been shut out of the Earth Summit by people at the State Department. They had been overruled by the White House because George Bush knew him. He said that he'd donated some $100,000 to the Democrats and a slightly lesser amount to the Republicans in 1988. (The Republicans didn't confirm.)

I had been absolutely astonished. I mean yes, he had done a great deal of business in the U.S., but how could he have managed such contributions?
< br />Well, he'd had a green card. The governor of Colorado had suggested it to him. A lawyer in Denver had told him how.

But why? I'd asked.

"Because I wanted influence in the United States."

So Strong gave political contributions (of dubious legality) to both parties; George Bush, now a friend, intervened to help him stay in charge of the Rio conference; he was thereby enabled to set a deep green agenda there; and Bush took a political hit in an election year. An instructive tale -- if it is not part of Strong's mythmaking.

Most of Strong's friends are more obviously compatible, which may explain why they tend to overlap in their institutional commitments. For example, James Wolfensohn (whom Strong had hired out of Harvard in the early Sixties to run an Australian subsidiary of one of his companies) appointed him as his senior advisor almost immediately upon being named chairman of the World Bank. "I'd been involved in . . . Stockholm, which Maurice Strong arranged," says Wolfensohn, who, more recently, has been credited with co-drafting (with Mikhail Gorbachev) the Earth Charter presented for consideration at the Rio + 5 meeting in Brazil earlier this year. As head of the Earth Council, Maurice Strong chaired that meeting.

It's not a conspiracy, of course: just a group of like-minded people fighting to save the world from less prescient and more selfish forces -- namely, market forces. And though the crises change -- World War II in the Forties, fear of the atom bomb in the Fifties, the "energy crisis" in the Seve nties -- the Left's remedy is always the same: a greater role for international agencies. Today an allegedly looming global environmental catastrophe is behind their efforts to increase the power of the UN. Strong has warned memorably: "If we don't change, our species will not survive. . . . Frankly, we may get to the point where the only way of saving the world will be for industrial civilization to collapse." Apocalypse soon -- unless international bodies save us from ourselves.

LAST week, Secretary General Annan unveiled Maurice Strong's plan for reorganizing the UN. To be sure, the notoriously corrupt and inefficient UN bureaucracy could do with some shaking up. Strong's plan, however, mostly points in a different direction -- one drawn from a document, Our Global Neighborhood, devised by the interestingly named Commission on Global Governance.

The CGG was established in 1992, after Rio, at the suggestion of Willy Brandt, former West German chancellor and head of the Socialist International. Then Secretary General Boutros Boutros-Ghali endorsed it. The CGG naturally denies advocating the sort of thing that fuels militia nightmares. "We are not proposing movement toward a world government," reassuringly write Co-Chairmen Ingvar Carlsson and Shridath Ramphal, ". . . [but] this is not to say that the goal should be a world without systems or rules." Quite so. As Hofstra University law professor Peter Spiro describes it: "The aim is not a superstate but rather the establishment of norm-creating multilateral regimes . . . This construct already constrai ns state action in the context of human rights and environmental protection and is on a springboard in other areas."

The concept of global governance has been fermenting for some time. In 1991, the Club of Rome (of which Strong is, of course, a member) issued a report called The First Global Revolution, which asserted that current problems "are essentially global and cannot be solved through individual country initiatives [which] gives a greatly enhanced importance to the United Nations and other international systems." Also in 1991 Strong claimed that the Earth Summit, of which he was Secretary General, would play an important role in "reforming and strengthening the United Nations as the centerpiece of the emerging system of democratic global governance." In 1995, in Our Global Neighborhood, the CGG agreed: "It is our firm conclusion that the United Nations must continue to play a central role in global governance."

Americans should be worried by the Commission's recommendations: for instance, that some UN activities be funded through taxes on foreign-exchange transactions and multinational corporations. Economist James Tobin estimates that a 0.5 per cent tax on foreign-exchange transactions would raise $1.5 trillion annually -- nearly equivalent to the U.S. federal budget.

It also recommended that "user fees" might be imposed on companies operating in the "global commons." Such fees might be collected on international airline tickets, ocean shipping, deep-sea fishing, activities in Antarctica, geostationary satellite orbits, and electroma gnetic spectrum. But the big enchilada is carbon taxes, which would be levied on all fuels made from coal, oil, and natural gas. "A carbon tax," the report deadpans, ". . . would yield very large revenues indeed." Given the UN's record of empire-building and corruption, Cato's Ted Carpenter warns: "One can only imagine the degree of mischief it could get into if it had independent sources of revenue."

Especially significant for the U.S. was the CGG's proposal for eventual elimination of the veto held by the five permanent members of the UN Security Council. The Commission knew that the current permanent members of the Security Council, including the U.S., would not easily surrender their vetoes, and so it recommended a two-stage process.

In the first stage, five new permanent members (without a veto) would be added to the Security Council -- probably Japan, Germany, Brazil, India, and Nigeria -- along with three new slots for non-permanent members. But the real threat to U.S. interests is the second stage: "a full review of the membership of the Council . . . around 2005, when the veto can be phased out." These plans are advancing. In March, the president of the UN General Assembly, Razali Ismail of Malayasia, unveiled his own formula for reforming the Security Council. It closely tracks the CGG's proposals. In particular, Razali proposed "urg[ing] the original permanent members to limit use of the veto . . . and not to extend [it] to new permanent members." He wanted to make the veto "progressively and politically untenable" and recommended that these arrangements be reviewed in ten years.

In July the State Department compromised -- accepting five new Security Council members but remaining silent on the veto. It plainly hopes that the veto issue will go away if the U.S. concedes on enlarging the Council. Yet the CGG's report makes clear that we are facing a rolling agenda to expand the power of UN bureaucrats. The veto issue may be postponed for ten years -- but what then?

"This is an initiative that should be resisted by the United States with special vehemence," says Ted Carpenter. For if the veto were eliminated, the United States would face the prospect of having other countries make key determinations that affect us without our consent.

THE Commission also wants to strengthen "global civil society," which, it explains, "is best expressed in the global non-governmental movement." Today, there are nearly 15,000 NGOs. More than 1,200 of them have consultative status with the UN's Economic and Social Council (up from 41 in 1948). The CGG wants NGOs to be brought formally into the UN system (no wonder Kenneth Minogue calls this Acronymia). So it proposes that representatives of such organizations be accredited to the General Assembly as "Civil Society Organizations" and convened in an annual Forum of Civil Society.

But how would these representatives be selected? This June, the General Assembly held a session on environmental issues called Earth Summit +5. President Razali selected a number of representatives from the NGOs and the private sector for the exclusive privilege of speaking in the plenary sessions. "I have gone to a lot of trouble with this, choosing the right NGOs," he declared. So whom did he choose?

Among others: Thilo Bode, executive director of Greenpeace, to represent the scientific and technological community; Yolanda Kakabadse, the president of the International Union for the Conservation of Nature; and "from the farmers, I have chosen an organic farmer, Denise O'Brien from the United States, who is a member of the Via Campesina." In what sense are these people "representative"? Whom do they represent? Were the head of the U.S. Chamber of Commerce, the chairman of Toshiba, and the president of the Farm Bureau all too busy to come talk to the General Assembly?

Another example of how this selection process operates was the "great civil society forum" convened at the behest of Strong's Earth Council and Mikhail Gorbachev's Green Cross International this past March. Some five hundred delegates met, supposedly to assess the results of the Earth Summit, but in reality to condemn the "inaction" of signatory countries in implementing the Rio treaties. The delegates were selected through a process based on national councils for sustainable development, themselves set up pursuant to the Earth Summit. Membership in these councils means that an organization is already persuaded of the global environmental crisis. So you can bet that the process did not yield many delegates representing business or advocating limits on government power.

This kind of international gabfest is, of course, a sinister parody of democracy. "Very few of even the larger international NGOs are operationally democratic, in the sense that members elect officers or direct policy on particular issues," notes Peter Spiro. "Arguably it is more often money than membership that determines influence, and money more often represents the support of centralized elites, such as major foundations, than of the grass roots." (The CGG has benefited substantially from the largesse of the MacArthur, Carnegie, and Ford Foundations.)

Hilary French, Vice President of the alarmist Worldwatch Institute, justifies this revealingly as "a paradox of our time . . . that effective governance requires control being simultaneously passed down to local communities and up to international institutions." Paradoxically or not, the voters hardly appear in this model of governance. It bypasses national governments and representative democracy in order to empower the sort of people who are willing to sit in committee meetings to the bitter end. Those who have better things to do -- businessmen, workers, moms -- would be the losers in the type of centralized decentralization envisioned by Worldwatch. The result would be decisions reached by self-selecting elites. In domestic politics, we have a name for such elite groups -- special interests.

ANOTHER CGG recommendation is that the old UN Trusteeship Council "be given a new mandate over the global commons." It defines the global commons to include the atmosphere, outer space, the oceans beyond national jurisdiction, and the related environmental systems that contribute to the support of human life. A new Trusteeship Council would oversee "the management of the commons, including development and use of their resources . . . [and] the administration of environmental treaties in such fields as climate change, biodiversity, outer space, and the Law of the Sea."

It is hard to see what this expansive definition would exclude from the jurisdiction of the Trusteeship Council. Biodiversity encompasses all the plants and animals on the earth, including those that live in your backyard. Will UN troops swoop in to stop you from cutting down trees on your property? Doubtless not. But a recent case near Yellowstone National Park may be a foretaste of how international agencies can meddle in U.S. domestic affairs.

Yellowstone has been designated a "World Heritage Site." These Sites are natural settings or cultural monuments recognized by the World Heritage Committee of the United Nations Educational, Scientific and Cultural Organization (UNESCO) as having "outstanding universal value." Sites are designated under a Convention ratified by the U.S. Senate in 1973, and it is possible to place such sites on a "List of World Heritage Sites in Danger."

In this case, a mining company wanted to construct a gold mine outside the boundaries of Yellowstone. The normal environmental review of the project's impact was still proceeding under U.S. law. But a group of environmentalist NGOs opposed to the mine were not content to wait for that review to take its course. They asked that members of the World Heritage Committee come to Yell owstone to hold public hearings. George Frampton, the Clinton Administration's Assistant Secretary of the Interior for Fish, Wildlife, and Parks, wrote to the WHC saying: "The Secretary [Bruce Babbitt] and the National Park Service have clearly expressed strong reservations with the New World Mine proposal." Frampton added: "We believe that a potential danger to the values of the Park and surrounding waters and fisheries exists and that the committee should be informed that the property as inscribed on the . . . List is in danger." Four officials of the WHC duly came to Yellowstone and held hearings. And at its December 1995 meeting in Berlin, the Committee obligingly voted to list Yellowstone as a "World Heritage Site in Danger."

"It was, in my opinion, a blatantly political act," declared Rep. Barbara Cubin (R., Wyo.) during congressional hearings about the listing. "It was done to draw attention, public reaction, public response, and public pressure to see that the mine wasn't developed." Jeremy Rabkin, a Cornell political scientist, agrees that the international listing of such sites "provides an international forum through which to put pressure on U.S. policy."

Would the mine really have endangered Yellowstone? We'll never know. The environmental-impact statement was never issued, and, under pressure, the mining company accepted a $65-million federal buyout plus a trade for unspecified federal lands somewhere else. Thus, even with no enforcement power, this UN dependency was able to make land-use policy for the United States.

These even ts prompted Rep. Don Young (R., Alaska) to introduce the American Land Sovereignty Act. With 174 co-sponsors to date, the Act aims to "preserve sovereignty of the United States over public lands and . . . to preserve State sovereignty and private property rights in non-federal lands surrounding those public lands." Congress would have to approve on a case-by-case basis land designations made pursuant to any international agreements.

But is U.S. sovereignty really in danger? In an interview, Strong dismissed Young's anxieties. "I do not share his concern. It is no abdication of sovereignty to exercise it in company with others, and when you're dealing with global issues that's what you have to do." He continues: "If you put yourself in a larger unit, of course, you get some advantages and you give up some of your freedom. And that's what's happening in Europe, that the states of Europe have decided that overall they're better off to create a structure in which they give up some of their national rights and exercise them collectively through the Union."

This example of the European Union, however, worries Ambassador Lichenstein. The EU's bureaucracy in Brussels, he complains, "is responsible to no one. Governments get together -- foreign ministers, finance ministers -- they presumably hand down the guidelines, but don't kid yourself, the bureaucrats are running things."

The Yellowstone case is an example of how "feel-good" symbolism about the environment can be transformed into real constraints upon real people imposed outside the law, with no democratic oversight and no means of redress. Ironically, Strong himself had a run-in with Colorado environmentalists over local water rights. They did not have the wit to call in an international agency against the New Age rancher -- or maybe they realized that Strong was one property owner whose rights the UN would respect.

AS troubling as the Yellowstone incident is, much greater potential for mischief lies in a new series of "framework treaties" designed to handle global environmental issues. Initially, the treaties called for voluntary actions by governments and set up a consultative process. But environmental activists like Hilary French know very well how this process works. "Even though it can look disappointing, the political will created [by these framework conventions] can lead to commitments of a more binding nature," she said. This is already happening. "Although its declaration of principles was transparently aspirational, the 1972 Stockholm world conference on the human environment is generally recognized as a turning point in international environmental-protection efforts," wrote Peter Spiro. "From it emerged a standing institution (the UN Environment Program); weak but more focused 'framework' treaties followed, which in turn are being filled out by specific regulatory regimes. The 1985 Vienna Convention on the Protection of the Ozone Layer itself included no obligations, but the 1987 Montreal protocols and subsequent amendments set a full phaseout of chlorofluorocarbons (CFCs) and other ozone-depleting substances by 1996. The regime covers 132 signatories with a total population of 4.7 billion people. Between 1987 and 1991, global CFC consumption was in fact reduced by half. A similar filling-out process is likely to occur with the biodiversity and climate-change conventions signed at Rio."

The "conventions" that Spiro was talking about emerged from the Earth Summit chaired by Maurice Strong. They deal with two of the alleged global environmental crises -- global warming and species extinction.

At the time of the Earth Summit, some scientists predicted on the basis of climate computer models that the earth's average temperature would increase by 4 to 9 degrees Fahrenheit over the next century because of the "greenhouse effect." These predictions are controversial among scientists. And as the computer models are refined, they show that the atmosphere will warm far less than originally predicted. Furthermore, more accurate satellite measurements show no increase in the average global temperature over the last two decades. Finally, an important study published in Nature concluded that even if the warming predictions are right, it could well be less costly to allow greenhouse gas emissions to continue to rise for a decade or more because technological innovations and judicious capital investment will make it possible to reduce them far more cheaply at some point before they become a significant problem. In other words, we needn't take drastic and costly action now.

The process forges ahead anyway. The Framework Convention on Global Climate Change signed by President George Bush at the Rio Earth Summit is already beginning to harden. Initially, countries were supposed voluntarily to reduce by the year 2000 the "greenhouse gases" to the level emitted in 1990. Then, a year ago, at a UN climate-change meeting in Geneva, the Clinton Administration offered to set legally binding limits on the greenhouse gases the United States can emit. In June of this year, at the UN's Earth Summit +5 session, President Clinton reaffirmed this commitment. And mandatory limits on carbon emissions are to be finalized at a global meeting of Convention signatories in Kyoto this December.

Estimates of the costs to the United States of cutting emissions range from $90 billion to $400 billion annually in lost Gross Domestic Product and a loss of between 600,000 and 3.5 million jobs. Global costs would be proportionately higher.

Yet while the U.S. may be committing itself to limits, 130 developing nations, including China and India, are excluded under the Framework Convention from having to reduce their emissions, which, on present trends, will outstrip those of the industrialized world early in the next century. If the U.S. and other industrial countries have to limit energy use while the Third World is exempt, many industries will simply decamp to where energy prices are significantly lower.

If they are permitted to do so. For, as Sen. Chuck Hagel (R., Neb.) asked at a conference on "The Costs of Kyoto" held by the Competitive Enterprise Institute: "Who will administer a global climate treaty? . . . Will we have an international agency capable of i nspecting, fining, and possibly shutting down American companies?" Sen. Hagel is not alone is his concern. In July the U.S. Senate passed 95 to 0 a resolution urging the Clinton Administration not to make binding concessions at the Kyoto conference.

But the climate-change treaty is not the only threat to U.S. interests. Though Mr. Bush refused to sign the Bio-diversity Convention at the Rio Earth Summit -- chaired, remember, by GOP contributor Strong -- that only delayed things. The Clinton Administration signed shortly after its inauguration. Since the treaty obliges signatories to protect plant and animal species through habitat preservation, its implementation could make the World Heritage Committee's activities on U.S. land use seem penny-ante by comparison.

MEANWHILE, how much further down the path sketched out by the CGG will the UN reforms developed by Maurice Strong and announced by Kofi Annan last week take us?

The most important initiative is the recommendation that the General Assembly organize a "Millennium Assembly" and a companion "People's Assembly" in the year 2000. (The "People's Assembly" mirrors the CGG's "Civil Society Forum" idea -- among other things, only accredited NGOs would be invited to advise the General Assembly.) But what would these grand new bodies actually do? The Millennium Assembly would invite "heads of Government . . . to articulate their vision of prospects and challenges for the new millennium and agree on a process for fundamental review of the role of the United Nations [emphasis added]." That last in nocuous phrase is diplomatese for opening up the UN Charter for amendment. If that happens, so could anything -- notably eliminating the veto in the Security Council.

The Millennium Assembly would also consider adopting Strong's Earth Charter. For the most part the Charter reads like another feel-good document -- its draft says that "we must reinvent industrial-technological civilization" and promises everybody a clean environment, equitable incomes, and an end to cruelty to animals -- but we have seen how such vacuous symbolism can have real consequences down the line. Inevitably, the Charter advocates that "the nations of the world should adopt as a first step an international convention that provides an integrated legal framework for existing and future environmental and sustainable-development law and policy." This is, of course, a charter for endless intervention in the internal affairs of independent states.

Which leaves external affairs. Hey presto! In line with the CGG's plan, Annan/Strong urge that the UN Trusteeship Council "be reconstituted as the forum through which member states exercise their collective trusteeship for the integrity of the global environment and common areas such as the oceans, atmosphere, and outer space."

For the time being, however, Annan and Strong have avoided calling for global taxes or user fees to finance the UN. One spokesman said that the issue was simply "too hot to handle right now." What they propose is a Revolving Credit Fund of $1 billion so that the UN will have a source of operating funds even if a major contributor (e.g., the U.S.) withholds contributions for a time. In short, the CGG's blueprint for a more powerful UN closely resembles the movement to expand the requirements of the Framework Convention on Global Climate Change. While the process may be piecemeal, the goal is clear: a more powerful set of international institutions, increasingly emancipated from the control of the major powers, increasingly accountable not to representative democratic institutions but to unelected bureaucracies, and increasingly exercising authority over how people, companies, and governments run their affairs -- not just Americans, but everyone. In short, Col. Qaddafi's definition of his leftist Green Revolution: "Committees Everywhere."

If so, the future looks good for Maurice Strong. One UN source suggested that, at the very least, he would like to be made Secretary General of the Millennium Assembly or the People's Assembly. Others suspect that, even at age 68, Strong is angling to be the next UN Secretary General.

Such eminence may help explain a puzzling incident in his early career. Having long had political ambitions, he decided to enter the Canadian Parliament. A candidate was evicted from a safe constituency by the Liberal leadership, and Strong moved in. Then, with only a month to go before the 1979 election, he suddenly pulled out of the race. Strong's business deals were especially complicated at the time -- he was setting up a Swiss oil-and-gas exploration company with partners that included the Kuwaiti Finance Minister and the Arab Petroleum Investment Corporation -- and that is the explanation usually given. But maybe he just decided that for a man who wants power, elections are an unnecessary obstacle.

Government Work contracted out to Masons

A guy stopped at a local gas station and, after filling his tank, paid the bill and bought a soft drink. He then stood by his car to drink his cola and watched a couple of men working along the roadside.

One man would dig a hole two or three feet deep and then move on. The other man came along behind him and filled in the hole. While one was digging a new hole, the other was 25 feet behind filling in the hole.

The men worked right past the guy with the soft drink and went on down the road.

"I can't stand this," said the man tossing the can into a trash container and heading down the road toward the men.

"Hold it, hold it," he said to the men. "Can you tell me what's going on here with all this digging and refilling?"

"Well, we've been contracted to do work for the government and we're just doing our job," one of the men said.

"But one of you is digging a hole and the other fills it up. You're not accomplishing anything. Aren't you wasting the taxpayers' money?"

"You don't understand, mister," one of the men said, leaning on his shovel and using his shirt sleeve to wipe his brow. "Normally there's three of us: me, Elmer and Leroy. I dig the hole, Elmer sticks in the tree and Leroy, here, puts the dirt back. Lately, Elmer's job's been cut due to private sector down-sizing... so now it's just me an' Leroy"

The Republic of Niger is a large landlocked West African country that was part of French West Africa prior to its independence in 1960. It is bordered on the north by Algeria and Libya, on the east by Chad, on the south by Nigeria, on the southwest by Benin and Burkina Faso, and on the west by Mali.

Niger has an area of 459,100 square miles (1,189,000 square kilometers). Much of the country, including the plateau regions of the west and south and the plains of the Lake Chad region, lies between 600 and 1,500 feet (180 and 460 meters) above sea level. In the north and northeast are highlands about 3,000 feet (900 meters) high with peaks in the Air Mountains rising to more than 6,500 feet (2,000 meters). Most rivers flow only during the rainy season. The only permanent bodies of water are the Niger River in the southwest and Lake Chad in the southeast.

The official language is French, but on a daily basis most people use the language of their ethnic group. The major groups are the Hausa, Djerma, Tuareg, and Fulani. Niger has placed great emphasis on education. Enrollment in primary and secondary schools is increasing as efforts are made to reduce adult illiteracy, which was 90 percent in 1980. Advanced education is provided at the University of Niamey, and many Nigerois study abroad.

Mining accounts for nearly 6 percent of gross domestic product. Uranium exports are a major source of national income. Uranium mines opened in 1971, and output rose rapidly, reaching a peak in 1981. Declining demand and falling world prices then led to a reduction in output. It is estimated that Niger has 10 percent of the world's uranium reserves. Coal is used to generate electricity for the mining towns. Other minerals include tin-bearing cassiterite, iron, and salt. Manufacturing consists mainly of food processing, textiles, and leather tanning, though Niamey has a diverse but small amount of industry.

Cape Verde. An island country of the Atlantic Ocean west of Senegal. The islands were settled by the Portuguese in the mid-15th century, became a colony in 1495 and an overseas province in 1951, and gained independence in 1975. Praia, on Sao Tiago Island, is the capital.

Cap Vert. A peninsula of western Senegal projecting into the Atlantic Ocean. Sighted by the Portuguese in 1445, it is the westernmost point of Africa.

Mauritania. A country of northwest Africa bordering on the Atlantic Ocean. Settled by TAN~Berbers, the Moor Shepherd Kings, c. 1000, the area was visited by European traders after the 15th century. French influence over the region lasted from the early 1800's until independence was achieved in 1960. Nouakchott is the capital and the largest city.

Western Sahara. A region of northwest Africa on the Atlantic coast. Visited by Portuguese navigators in 1434, it was claimed as a protectorate by Spain in 1884. The territory was partly annexed in 1976 and partly occupied in 1979 by Morocco.

Morocco. A country of northwest Africa on the Mediterranean Sea and the Atlantic Ocean. Inhabited from ancient times by TAN~Berbers, the Moor Shepherd Kings, the region became a Roman province in the 1st century B.C. and was overrun by Arabs in the 7th century A.D. European powers first penetrated the area in the 15th century and increasingly disputed control of Morocco until 1912, when the French gained a protectorate over most of the territory. Morocco achieved independence in 1956. Rabat is the capital and Casablanca the largest city.

Iberian Peninsula. A peninsula of southwest Europe occupied by Spain and Portugal. It is separated from the rest of Europe by the Pyrenees and from Africa by the Strait of Gibraltar.

Iberia. An ancient country of Transcaucasia roughly equivalent to the eastern part of present-day Georgia. Iberia was allied to Rome and later ruled by a Persian dynasty. It became a Byzantine province in the sixth century A.D.

NADER SHAH (1688-1747). Often called the "Napoleon of Iran," the 18th-century bandit leader Nader Shah created an empire that stretched from northern India to the Caucasus Mountains. Nader Qoli Beg was born in Kobhan, Iran, on Oct. 22, 1688, into one of the Turkish tribes loyal to the Safavid shahs of Iran. In 1726, as head of a group of bandits, he raised an army of 5,000 to help Shah Tahmasp II regain the throne the shah's father had lost four years before. Success in battle brought the bandit power enough to restore the shah and then depose him in favor of the shah's infant son. When the son died in 1736, Nader had himself proclaimed shah.

To consolidate his hold on Iran, he waged a relentless military campaign against the Mughal Empire of India to the south and the Russians to the north. He defeated the main Mughal armies, entered Delhi, and returned to Iran with the famous peacock throne and the even better-known Koh-i-noor diamond.

The Koh-i-noor is probably the best known of all diamond gems. There is a tradition that it was taken in 1304 from a rajah at Malwa, whose family had held it for centuries. It is believed to have been guarded with other treasures at Delhi until 1739, when it was carried off by Nader Shah of Persia. After further adventures the diamond was surrendered to the East India Company, whose directors presented it to Queen Victoria of England. It was a badly cut diamond that lacked brilliance, but it weighed 191 carats. Queen Victoria had it recut by Garrards of London in 1852, and the gem now weighs 109 carats. It is among the English crown jewels.

Nader Shah then led successful campaigns against the Russians and the Ottoman Turks. He was a cruel and ruthless king whose harshness toward his subjects became more pronounced the longer he was in power. The extravagant cost of his wars drained the treasury. His attempt to turn his subjects from the Shi'ite to the Sunni form of Islam cost him what little popularity he had. He was assassinated in June 1747.

Once during a game of chess a player may make a move called castling. A player may "castle" when the player's king row is vacant between the king and either rook (and only when neither piece has moved before). The king is first moved two squares toward the rook. Then the rook is moved to the square on the other side of the king.

A pawn, if it reaches the king row of the opposing side, may be promoted to any piece (except a king) that the owner of the pawn chooses. It is thus possible for one player to have two or more pieces with queen's privileges at the same time. If a pawn that has not left the pawn row attempts to move two squares ahead when such a move places it beside an opposing pawn, the opposing pawn may capture it by moving onto the square where the first pawn would have been captured had it moved only one square instead of two. This is called taking a pawn en passant, in passing.

These moves look suspiciously like how Saddam Hussein and Usama bin Laden escaped capture.

If these leaders of terrorism are in fact being secretly sheltered, then, the prime suspects responsible for doing so would both be bureaucrats; the TOP DAG of GERMANY AND FRANCE (Deputy Attorney General).

Weeklong SEMINAR~WORKSHOP
with Glen Kealey, CIPI Fall Session

The first bookings for the fall season will begin on August 10, 2003. First come ~ First Served.

We are currently renovating the farm house. There is nothing 'fancy' here, nor is it 'ancient'. The farm house was built in the 70's.

Most visitors arrive in some kind of Recreation Vehicle and just plug in. They then use the facilities in the farm house. Motels are also available in the area.

A reservation for a weeklong seminar and workshop requires that a $2000 donation be sent payable to CIPI, the Canadian Institute for Political Integrity, and be received by CIPI at least 30 days in advance of the seminar. This level of donation allows from 1 to 6 persons in your group to attend the seminar. Due to the subject matter --Grand Orient Freemasonry's Coding and the 'Frank' Cult of the Turkey Vulture, etc.,-- seminars are usually private to your group and the number of people in attendance is totally up to you (maximum six).

Meals are extra (farm house food). Restaurants and motels are within a 20 minute drive from the farm.

QUESTIONS FROM HARRY WITH THE FUNCTIONING BRAIN


A couple of questions, if you don't mind:

1. You are saying that our zookeepers live in the basalt layer. Do you believe in the hollow Earth theory?

No, I do not. I believe that the Superiors of Freemasonry will do just about anything to divert attention away from reality. Frontal lobotomy for us slaves is the goal inferred from everything they do. A Hollow Earth Theory is just their way of denigrating the real concept that Masons dig tunnels, have built cities underground in the middle-East and move about the world in tunnels that were originally made naturally in the spaces between the plates of the Earth's crust, and then manually enlarged when needed.

Today, with the use of laser guidance and nuclear tunneling technology, they are able to tunnel straight line geodesic structures through the basalt, opening a hole the diameter of 20 feet in front of the drill, melting the material they've removed as they go, and using it to reline and refinish the tunnel structure behind them; all at the speed of 5 miles per hour per machine.

2. Do you believe in aliens/reptilians/Pliedians/greys/etc....or do you believe these people are the same as us.

No, I do not. These words are just allegories for what Mandan Troglodytes are, and/or, do. I believe that they have murdered millions of Virgins over the millennium, stole their life supply of eggs (Zoin), and stored and catalogued these eggs for use in experiments in Genetic Engineering Cloning by means of arti ficial insemination.

I believe that in order for a Mason to pass above certain degrees in the ranks of Freemasonry, a member must be willing to permit 'Angel Sex', the artificial insemination of his wife in a ritual designed to hide the practice of Human Engineering and Cloning. I believe that the end products of these rituals are then tracked throughout their lives to determine their leadership abilities, whether in politics, sports, or in arts and entertainment. The Rhodes program, the Olympics and Oscars etc., are then used to gage the success of the combined implant. These results allow the 'ENGINEERS' to further modify UBERMENSCH DNA, their planned third kind SuperMan~SuperSlave replacement of the existing two genders..

3. Do you believe these people come to the surface and walk among us, or relay messages another way.

Seven leaders above ground pass on information to five gatekeepers below ground, who will then add the knowledge gained from surface experiments to the database of an Artificial Intelligence Computer (HAL) and its memory bank, which is known to them as 'US' (Unknown Superior). This computer system is located within the mountains of Greater Antarctica.

Mandan Troglodytes (Neanderthals) can CLONE just about anything (the symbolism is Noah's Ark) and their CLONES do walk and live among us as part of the experiments. I would also suggest that these CLONES are Manchurian Cadidate types who can occasionally be re-programmed.


Your answers would be greatly appreciated. I'm sure there are others with si milar questions. Creation of Human ÇShe-MalesÇ Sparks Outrage

MADRID (Reuters) - Scientists in the United States have created hybrid human "she-males," mixing male and female cells in the same embryo, outraging fertility experts and anti-abortionists.


Dr. Norbert Gleicher of the Foundation for Reproductive Medicine in Chicago and a colleague injected male cells into female embryos in research which they believe could lead to better treatments or cures for single gene disorders.


But their work provoked revulsion when they presented it to the annual meeting of the European Society of Human Reproduction and Embryology (ESHRE).


"There are very good reasons why this type of research is generally rejected by the international research community," Dr. Francoise Shenfield of ESHRE said on Wednesday.


"I cannot conceive of any situation in which this particular technique would be acceptable, and if it cannot be applied there is not much use in experimenting with it," she added.


Gleicher and his colleague used male cells because they were easier to track as they studied the development of the embryos up to six days.


Their work also sparked outrage from abortion opponents who described it as run-away science.


"This is gross manipulation of human life," said Nuala Scarisbrick of British anti-abortion charity Life.


"The creation of a Çshe-maleÇ is disgusting, but not surprising."


GleicherÇs study was not the only research presented during the four-day conference which enraged pro-life groups.


An Israeli scientist who said eggs retrieved from aborted fetuses could relieve the worldwide shortage of human eggs for fertility treatments also stoked fears that science was advancing before legal and ethical consequences could be considered.

Is it just my imagination, or a coincidence theory, that the Olympics are always awarded to Mason strongholds in Canada; Montreal, Calgary and now Vancouver. One would expect that St. John, New Brunswick, would be next in line.
